On Oct. 26, 2026, Immigration and Checkpoints Authority (ICA) officers at Changi Airport Terminal 4 profiled four arriving foreigners for further checks and found a total of 5,272 vaporisers and related components in their luggage. All four were referred to the Health Sciences Authority (HSA) and will face higher penalties under the Tobacco and Vaporisers Control Act (TVCA). The haul was part of enforcement actions taken between Oct. 26 and 29. Over the course of four days, ICA detected 50 cases of travellers found in possession of vaporisers. More than 5,476 vaporisers and related components were seized in total. ICA said that about 68 per cent of the cases involved short-term visitors and 32 per cent were Singapore residents, comprising citizens, permanent residents, and long-term pass holders. "These checks aim to detect and deter attempts to smuggle vaporisers into Singapore. Vaping is illegal in Singapore. Foreigners who visit or reside in Singapore must abide by our laws," ICA said. Short-term visitors who re-offend will be banned from re-entering Singapore, while long-term pass holders who re-offend may have their passes revoked on a third offence and be deported and banned from re-entering Singapore, ICA added.
